The Department of Agriculture RFO III conducted a briefing on the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) program spearheaded by Regional Technical Director Eduardo L. Lapuz, Jr., Field Operations Division Chief Ms. Elma Mananes, Livestock Program Coordinator Ms. Elisa Mallari together with the Agriculture Provincial Coordinators (APCOs) of Region 3 at Hacienda Gracia Hotel, Lubao, Pampanga last February 17, 2022.

It was attended by provincial/municipal/city agriculturists and veterinarians and representatives of different Farmers Cooperative and Associations (FCAs) of Region 3.

The INSPIRE program aims to speed up the recovery of the hog sector from ASF. It is a 3-year program that offers mixed interventions to jumpstart and revive the significantly dying swine industry. It takes particular attention to clustering and consolidation strategies specifically of small hog raisers to facilitate technical support services and other interventions.

In support to repopulation efforts, the program includes the implementation of biosecurity plans anchored to the BABAy ASF Programs.

During the briefing, Mr. Bjorn Quiambao of Livestock Program discussed some introductory points regarding the program like the Memorandum Circular 1, s. 2022 and Memorandum Circular 16, s. 2021 from the office of the secretary that provide guidance and basis for the orderly and proper implementation of the program. He also talked about the recommended project package, qualifications, requirements and number of target beneficiaries among others.

Engr. Rommel Tiangco of Regional Agricultural Engineering Division (RAED) explained the program of works for facilities included in the project packages while Ms. Nancy Mendoza of Planning, Monitoring and Evaluation Division (PMED) discussed the qualifications and requirements for Civil Society Organization (CSO) Accreditation.

Also, Engr. Raldy Pagador, OIC-Clearance and Permitting Division of Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) discussed the qualifications and requirements for (Environmental Compliance Certificate) ECC application
