ADING HOLDS ONLINE PROCUREMENT TRAINING IN PARTNERSHIP WITH GPPB-TSO

Agriculture Dialogue and Information Network Groups (ADING) Members of Department of Agriculture Central Luzon participated in an online training on Republic Act 9184 and its 2016 Revised Implementing Rules and Regulations conducted by the DA RFO3 in coordination with the Government Procurement Policy Board-Technical Support Office (GPPB-TSO). This was organized last June 17, 2021 and June 24, 2021 via Zoom platform.

OIC-RTD Arthur D. Dayrit welcomed the participants as he underscored ADING’s role – to ensure efficient, effective use of limited public funds by serving as ‘ears and eyes’ on the ground level.

The program’s goal is to promote integrity by strengthening good governance and transparency, ensuring accountability in all DA-funded agri-fishery initiatives. The training also served as a capacity development activity to equip the ADING Members with knowledge on the basic government procurement process and serve as a guide on what to observe during bidding proper.

Chief Budget and Management Specialist of the Department of Budget and Management – Regional Office III Ms. Gracela Ortiz, and Chief Property and Supply Management Division of the Department of Environment and Natural Resources Central Office Engr. Gilbert Mondroy served as resource speakers in the training. These GPPB-accredited trainers shared their expertise on topics regarding Procurement 101 – Key Features Of GPRA and Procurement Organization and Procurement Monitoring and Overview of Agency Procurement Compliance and Performance Indicators via Zoom platform. Ms. Ortiz commended the DA RFO3 for taking initiative in facilitating procurement training for Civil Society Organizations (CSOs).

The Central Luzon Regional and Provincial ADING members attended the training in preparation for their involvement as observers during procurement activities under the DA-funded agri-fishery programs and projects in Region 3.
The training participants are from different sectors: youth and women, religious groups, CSOs, private and academe sectors, and Local Government Units (LGUs).
