This is to inform all eligible recipients of the Department of Agriculture’s Agricultural Machinery, Equipment, and Facilities Project for FY 2024 onwards under Memorandum Circular No. 41, Series of 2024. To ensure a smooth process and successful implementation, kindly take note of the following minimum qualifications and documentary requirements:

𝗙𝗖𝗔/𝗔π—₯𝗕𝗒/π—œπ—”/𝗖𝗦𝗒/π—Ÿπ—¦π—”

 Capacity to Operate and Maintain the Machinery:

  • Board Resolution signed by the majority (Annex A.1).
  • Pre-validation Report by an Agricultural and Biosystems Engineer (Annex A.2).
  • Certification/Endorsement from an ABE (Annex A.3).
  • Utilization Proposal ( Annex – C).
  • Profile of the Organization ( Annex B )

 Service Area/Production Volume:

  • Map of the service/production area.
  • Geotagged photos of the existing shed or ongoing construction (Annex A.5).

 Land Equity:

  • Authenticated proof of land ownership, Certificate of Land Title, or Usufruct/Lease Agreement (Annex A.6).

 Operator Capability:

  • NC II or equivalent certificate.
  • Training certificates from ATI, PhilMech, or DA-RFO and other accredited training centers.

 Capacity to Operate and Maintain the Machinery:

  • Letter of Intent signed by the Municipal Agriculture Office Head and noted by the Local Chief Executive (Annex A.7).
  • Local Agriculture and Fisheries Mechanization Plan or Sanggunian Bayan Resolution for support.
  • Pre-validation Report signed by an Agricultural and Biosystems Engineer (Annex A.8 )
  • Utilization Proposal ( Annex – C).
  • Certificate of No Unliquidated Funds on the Department of Agriculture concerned office
  • Profile of the Organization ( Annex B )

 Service Area/Production Volume:

  • Map and geotagged photos of the service area.

 Land Equity:

  • Proof of land ownership such as Deed of Sale/Donation
  • Site Development Plan.

 Operator Capability:

  • NC II
  • Training certificates from ATI, PhilMech, or DA-RFO and other accredited training centers.

 Capacity to Operate and Maintain the Machinery:

  • Letter of Intent signed by the institution’s President (Annex A.7).
  • Pre-validation Report by an Agricultural and Biosystems Engineer of LGU/SUC (Annex A.9).
  • Proposal Plan outlining the intended use of the machinery.
  • Utilization Proposal ( Annex – C).
  • Certificate of No Unliquidated Funds on the Department of Agriculture concerned office
  • Profile of the Organization ( Annex B )

 Service Area/Production Volume:

  • Map of the service/production area.
  • Geotagged photos of the existing shed or ongoing construction.

 Land Equity:

  • Site Development Plan

 Operator Capability:

  • NC II or equivalent certificate.
