CITY OF SAN FERNANDO, PAMPANGA—In compliance with Section 13 the Agriculture and Fisheries Modernization Act (AFMA) of 1997 that mandated Department of Agriculture to formulate an Agriculture and Fisheries Modernization Plan (AFMP), the Department of Agriculture in Central Luzon through the Planning, Monitoring, and Evaluation Division (PMED) held the Briefing on AFMP 2018-2013 Preparation and Results Framework Workshop at the DA Conference Room on May 23.
The Agriculture and Fisheries Modernization Plan (AFMP) for 2018-2023 will provide specific details on the agriculture chapter of the Philippine Development Plan (PDP) set by the current administration. Adopting a highly participatory planning framework and an inclusive development planning process, the workshop combines the top to bottom and bottom to top approach to planning where all Regional Field Offices (RFOs), attached agencies, bureaus and offices of the Department will be tasked and guided in their respective plan formulation. These plans will be consolidated and harmonized consistent with the provisions of the PDP and aligned to the strategic directives of the Department in support to the AFMA.
The AFMP formulation process will be steered by a policy and planning framework of the Department with emphasis on the three planning dimensions related to spatial, functional and commodity plans. Aside from the relevant provisions of the PDP, AFMA and the Fisheries Code of the Philippines, the plan formulation process will also be guided by Sustainable Development Goals (SDG) 2030 relating to the agriculture and fishery section, the long vision under Ambisyon Natin 2040. The successor AFMP will be anchored on the Medium-term Thrust and Priorities of the Department that was articulated by the Secretary in his 10 Point Strategic Policy and Program Thrusts including recent policy pronouncements toward modernizing agriculture and fisheries in the country.
The NEDA Board approved last February 20 the Philippine Development Plan 2017-2022 which provided the overall framework of development of the Duterte Administration. The PDP 2017-2022 is anchored on Ambisyon Natin 2040, a long-term vision and aspiration of Filipino people that described the kind of life that people want to live, that is Matatag, Maginhawa, at Panatag na Buhay.###
