Plant Nursery Accreditation For Government and Private Plant Nursery Operators and Their Nurseries

Pursuant to Section 12 of the Seed Industry Development Act of 1992 (RA 7308) and Chapter VI of its Implementing Rules and Regulations (IRR), this Circular is issued to ensure that the processes undertaken in the nursery produce quality planting material for fruits and plantation crops. These Circular aims to ensure that plant nursery operators and their nurseries comply with the requirements and guidelines set by the Bureau of Plant Industry (BPI) for accreditation and the production of quality planting material for fruits and plantation crops.
 
WHO MAY AVAIL OF THE SERVICE:

  • Department of Agriculture (DA) – Regional Field Offices and its Centers/Station
  • State Colleges and Universities (SCUs), 
  • Local Government Units (LGUs)
  • Other National Government Agencies
  • Private Individuals
  • Private Groups (Cooperative, Association, Corporation, & etc.)


REQUIREMENTS TO BE BROUGHT/ SUBMITTED

For Plant Nursery Accreditation:

  1. Letter of intent for training on plant nursery establishment and operation including plant material certification (addressed to Regional Executive Director)
  2. Letter of intent for application (addressed to BPI Director Gerald Glenn F. Panganiban, Ph.D.)
  3. Certificate of training on nursery establishment and operation including plant material certification (issued within two years prior to application) 
    • 3.1.1 Initial Application for Accreditation:
      • Sole Proprietorship/Partnership: One (1) Person
      • Cooperative/Association/Corporation: Minimum of two (2) Persons
    • 3.2.1 Renewal of Accreditation:
      • Sole Proprietorship/Partnership: One (1) Person
      • Cooperative/Association/Corporation: All Person doing Propagation Work
  4. Application Form for Mother Trees
  5. Mayor’s Permit
  6. Bureau of Internal Revenue (BIR) Registration
  7. Duly notarized authorization of the applicant (Partnership, Corporation, Cooperative, or Association)
  8. Certificate of Registration (DTI, CDA, SEC or DOLE, SEC)
  9. Location of Map and Layout Trees being Applied for Certification
  10. Copy of the Official Receipt of Payment for Application Fee

For Certification of Mother Trees:

  1. Letter of intent for training on plant nursery establishment and operation, and plant material certification (addressed to Regional Executive Director)
  2. Letter of intent for application (addressed to the BPI Director)
  3. Certificate of training on nursery establishment and operation including plant material certification (issued within two years prior to application) (minimum of 2 persons
  4. Filled out Application Form for Plant Nursery Accreditation
  5. Authorization of the applicant duly signed by the designated authority of the agency
  6. Copy of purchase of receipt
  7. Location of Map and Layout Trees being Applied for Certification
  8. Copy of the official receipt of payment for application fee
